Unable to pay $88 AOS online

I am trying to help my friend pay for his wife's $88 AOS fee. He has already completed the DS-261 Choice of Agent form. When he tries to pay the $88, here is the error message-

This case is in the process of termination. Fee payments and online forms can no longer be accepted. If you believe you have received this message in error, or to resume processing of the case, please contact the NVC immediately.
His stepdaughter's payment went through fine. He has e-mailed the NVC twice; however, they have not responded. Should he mail in a money order with the case & invoice ID #? He received the initial notification on February 6, 2014. Please advise.

this message is common and normal, based on your friend's timeline.

we write about it, monthly, on a NVC Monthly Thread in the IR-1/CR-1 progress reports subforum.
