I think there is no way to predict visa movement by the date of AOS fees invoice received. It can be slow, it can be fast. So, I do not want you to get an idea you will have to wait 3 years as I did( and still waiting). Welcome Letter is something that gives more hope. Also people encounter lots of problems paying fees online recently.

I think affidavit of support fee invoice is not a Welcome Letter. And it can be years before PD becomes current. As for the Welcome Letter it is quite different. Some documents are time sensitive (police certificate), thats why people usually get it @ 6-7 month before PD is current. I received my WL February 13 2015 (PD 09NOV2007). I paid AOS fees in 2012

I think affidavit of support fee invoice is not a Welcome Letter.

and I am 100% sure that welcome letter comes along with a AOS fee Invoice.

Alright, if you people receive anything like this with 4 page PDF stating all this things, then it means u have received a welcome letter by NVC and ur case is eligible for further processing or u have just entered the consular processing process which will end up ur case with greencard eventually.
By the way, NVC generally starts consular processing when they feel the PD is going to be current in next 6-7 months after doing the budgeting for a whole year.
I know there are many applicants who suffered back in year 2011 who got started this consular processing and then the great retrogression happened and they all waited for many years to get current.
But, this doesnt happen all the time. In fact F1 didnt even move a month on an average in a previous year, so there are very rare chances of retrogression. Moreover, from october 2015 onwards there will be a fresh quota initiated and to fill that demand NVC approached the people like you who are having a PD of Nov 08 who are likely to be current in next year's quota.
If anybody feels that i am giving any false hope or anything like that then its up to you guys to ignore ur welcome letters and instructions given by NVC.

The format of the letter might have changed, but the message remains the same. It's a letter notifying you of the next step and that your visa case is moving forward. However, it's not an indication that your priority date will become current within 6-7 months, that might have been the case a couple years ago, but it's currently not the case today. For your case to become current, visa bulletin would have to move by an increment of 2 months, which isn't the case right now. The bulletin dates have only moved 5 months within the last year. Is it possible for the movement to speed up? Certainly, but I wouldn't bet on it!

It only becomes a problem, if they don't accepts the w, in which case they will forward you a letter asking you to submit your missing document, this will delay the completion of your case. Note, before or during the interview process the officer will ask for you to provide updated tax document, at this point you are require to have all necessary documents.

My father did not submit tax return for 2014 but he has the W2 which shows income exceeds the amount required by nvc. However, he has all tax returns from previous years and all of them also exceed the required amount, would that be ok?

I am trying for 3 days but not let me to get in , is saying " Please be advised that the case that you have attempted to access is not eligible for further processing by the National Visa Center at this time. This message means ur case is not eligible for consular processing.

Have u received any e-mail containing NVC Welcome Letter (PAOSF) in a pdf format & in the subject header of that e-mail saying your CASE NO XXXXXXXXXX (PAOSF I-130 FOR NEOPOST DS-1200)??? One can find an AOS Invoice along with this welcome letter only and this makes sure that now the case has

been eligible for consular processing.
