I called NVC again, Person was very nice. As I mention before I had paid IV fee back in oct2010.

She said current date is 15th Dec,2001 for F4

My date is 3rd Jan-2002

She says your case is complete and we don't need any information and we will send interview letter to your sister when her time comes.

I ask about my niece who is now 22. She said she can't say anything yet till they open the case for interview.

Finger cross and hope that CSPA apply to her.

So this conversation prooves that this month visa bulletin wont be a big movement.. so accept 1 week movement..thts our fate..

NVC sends out COA and AOS fee.....when the applicant priority date is about to become current or a visa number is likely available with in next 8 months..........

so Aug,2002 will get visa with in next 8-9 months..........

General: The National Visa Center (NVC) is now sending out requests for payments 8 to 12 months in advance of the priority date becoming current. The NVC had previously been contacting applicants 12 to 18 months in advance. Applicants processing abroad appear to be waiting until their priority date is current, or almost current, to pay the fees.

This could be to avoid the long delay where the visa fees are held without a visa being issued. Once payment is received, it helps the Visa Office confirm the actual demand overseas.

From the current scenario of applicants receiving COA and AOS fee request, it can be inferred that the VB after a year will be at least 01SEP02. This means that there would be a huge movement either in this or the coming FY. Let's hope it happens this month..

sure you can, i have done that once, just write the same e-mail to NVC (inquiry or elec depended on whether you choose the GZO instead of GUZ), remembering follow the same form u used before. Then nvc will reply the mail within 12-21 days(maybe longer, but considering your situation, i wont be too long.).

Data shows that processing time has increased by 5 Months since june 2013, Processing time trend should decrease or at least stop increasing.
