Both file for same person. one done by me and another done by my dad.

This way it will take years for F4 PD2002, i still don't understand the relevance of COA and AOS for PD Aug 2002 with speed of a week/Month . they should sent it it in 2015.

Hi, my petition was applied by my american brother in march, 1990. I was supposed to get the visa in 2002, but nobody contacted me to come claim it. I tried contacting USCIS but they told me that they can only give out information about my case to my brother (petitioner). My question is, can I claim the visa now? If not, then how do I proceed? Can I appeal it and get it back, because I was never informed? Are there cases like mine's?

Guys do you think that its fine to submit DS-260 now? I logged on the CEAC and it asks for that form. My PD is 1 april 2002 and i have no idea when it will become current.
