OK. Per everyone's request, here is the source: http://www.mitbbs.com/article_t/EB23/32199257.html

Explaination and Analysis:

This data shows the PD of all Chinese family-based immigration applicants waiting at NVC as of the beginning of 2014. Numbers are the total number of people (primary + derivative registered at NVC, not the number of cases), listed by their priority dates. Please note: immigration cases will be retained and processed at NVC until the priority date is close to current, at which point the case will be sent to consulates (thus removed from this waiting list).

Important analysis: At the beginning of 2014, the F4 cutoff date was Oct 22 2001, which means most F4 in 2001 have already received the visa. The only 2001 F4 folks on this table are those with PD between Oct 2001 to December 2001, and this number was 8600!

For the year of 2002, all cases were then at NVC because the cutoff date had not yet entered 2002, and the total number of 2002 F4 in the waitinglist was 16000, year 2003 is also around 16000.

Some may noticed that a lot of columns were 0, or have a very small number. It is because the VB cutoff dates at the beginning of 2014 had already past that year for so long, only a few people were still left behind. For year 2010 onward, F4 numbers was also small - most cases haven't been approved yet, they are still sitting at USCIS, and will be added to the waiting list once they're approved and forwarded to NVC.

So simply math shows that the last 2.25 months of 2001 has 8600 F4 folks while the entire year of 2002 has only 16000 people. Conclusion: there was a ridiculous number of F4 applicants with PD 2001, that's why VB moved extremely slow for 2001. Year 2002 and 2003 has far fewer people than that of 2001, it is expected that the cutoff dates for F4 will move a little bit faster from now on.

(Note: this is only the data for China, I don't have a complete set of data for worldwide F4 applicants, so this analysis may not be true because it's based solely on a limited amount of information)

.....................

Based on the NVC data the total number of visas for China in a Fiscal Year is 6971..and the number of applications are nearly 16000 and above till 2010...So even if you assume the number of waiting list in a year is true from this data.....the visa movement will not drastically change and this also implies for the rest of the countries too...Unless DOS stop counting derivatives, there may not be a big jump.. :clock:

From this chart in the below provided link, which i have posted before... the number of petitions filed are decreasing after 2001 and the only way for visa movement forward in this scenario is if there are less derivatives counted in these petitions..

http://thevisabulletin.com/wp-content/uploads/2008/01/uscis-naturalization-delays-chart-big.gif

So by March 2015, if GOP passes a immigration bill...then we might see a big jump in April / May 2015 Visa Bulletins..

Good Luck

Better if you get a non availability certificate from Registrar from Birth & Death......Just provide your details of name and year to them and they will not find any and then they issue that Nonavailability Certificate....

Good Luck
