Does petitioner need to be inside US at the time of entry?

Timeline

Hi, i know it will be a while till i get my visa done but we have a question. Does petitioner need to be in US at the moment of entering of beneficiary on IR-1/CR-1 Spose Visa ?

I could not find it anywhere on travelstate.gov but our friend was informed about it at the interview....

My husband will be at that time working on cruise ship, route will be Alaska so he will have US ports but will it count as him being in US?

Timeline

The petitioner needs to be residing inside the US. If they are out of the country with work, but do live inside the US (pay taxes, have a residence etc), that should be fine.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
