On Jan 24th I received letter that the NVC received my approved I-129 petition from USCIS and will now forward the petition to US Embassy in Singapore and will contact my fiance when they are ready to process her petition. It also says for my fiance to go ahead and complete the Form DS-160 online which she has already completed and has paid the fee also. How long before she receives packet 3? I called the Embassy to see if they have received the petition yet but they said they cannot verify over the phone if they have or have not. I told them she has already completed the DS-160 and he said she wasnt supposed to do that until she received packet 3. I told him about the letter i received telling her to go ahead and complete it but he sounded surprised and said to just be patient and have her wait until she receives packet 3. Can anyone explain this process please?

You can complete the DS-160, however, there is no fee until you schedule the interview after you receive the packet from the embassy.
