You cannot re-enter the US on an expired F-1 visa, regardless of what your I-20 says (except Canada and Mexico).

You can qualify for a visa waiver, but they're costly, and issued at discretion. You can be issued a new F-1 visa based on the OPT, but this is by no way a safe bet. If you're on OPT and your F-1 has expired, don't leave until you're ready to abandon your OPT status, or it expires. Whichever comes first.
