Looking at the map, it appears the proposed red state wants to keep most of the water in the state for themselves. They might get it on the ballot. It will not pass if that map is how the state will be divided. 90% of the state's population lives in the yellow, orange, and green regions. Those areas have historic water rights within the red region. That huge red area includes more that just the Central Valley, which already consumes most of the water diverted from Northern California via the California Aqueduct and has been finding its water allocation reduced for the last decade to save a small useless fish - the Delta Smelt. San Francisco, Los Angleles, and the greater Southern California region are not going to give those water rights so that Central Valley farmers can grown cotton again.

It has been done before...

Even if the petition is approved and makes it into the ballot, chances are it will never get out of the Assembly and even if it does chances are it will not get to Congressional vote.

Yes. The only solution is armed insurrection against the greater US, and for the state to declare its independence. We could ally ourselves with the French speaking region of Canada. I was part of such negotiations back in 1975 in Montreal. However, I had no real authority to act on behalf of California, so I just humored the Quebecois leadership while enjoying their hospitality once they discovered I did indeed live near Hollywood.
