Your paper work goes to NVC where it will be process and then move to he consulate in Vietnam. Your finance will have to wait for package #3 which she has to fill out and submit online and also through mail. Then you wait for package 4 to be sent to her so you can start the final paper work before the interview (Example: medical, pay app fee, etc).

supposedly there is a new system out on feb 22nd where you can do all of this so you don't have to wait for package #4 since it appears to be taking about 3 months to get after package #3 has been submit.

New process can be found here:

http://hochiminh.usconsulate.gov/new_visa_services_info.html

you can download and start package 3 and package 4 here (instruction package and appointment package):

http://hochiminh.usconsulate.gov/iv/forms/package.html

I suggest you start the paper soon. Police record, single status, etc takes time to get.

Good luck!

Your NOA2 will be forwarded to NVC and You can either call NVC or DoS ( 202-485-7600, Press 1 then 0 to speak with visa specialist ) to obtain case number HCMxxxxxxxxxx for HCM Consulate. Using the case number to check your visa status through https://ceac.state.gov/CEACStatTracker/Status.aspx?eQs=o/iS8zDpeAKjMWCuebHqOw==

Your fiance will receive package 3 that asks her to fill out DS-160 online, and send DS-2001+ photocopy of her passport+ 2 visa photo+ the confirmation page of DS-160 by mail.

The new system will let you schedule the interview date on Feb. 22, 2014. This is what you need for interview http://photos.state.gov/libraries/hochiminh/231771/PDFs/K-APPOINTMENT-PACKAGE.pdf.

You can use CEAC to check the status, it might show " In Transit " and will become Ready soon.

I am not sure how the new system works ( online scheduling interview date) . My fiancee can only have medical exam when she received the interview letter.

You can prepare for package 3 and you might need to obtain Police Record # 2 because it will take couple weeks to get it.

Once it gets to the embassy and you know they have it there as the status says ready. Dont' wait for packet #3 to come in the mail, just email them after you fill out the DS-160. Email them and ask them if you are missing anything and they will tell you that they need pictures and all the various other things. Gather all that information they want and send the info to them via email through their website instead of mailing it in. You will get faster results as mailing it in takes couple of days and longer wait time. Plus you get proof via email aka the papertrail for proof things are all good to go.

So whenever the status is ready . I should fill DS160 right ? And send only that back to the embassy via email or should I include also other forms ?

What I did was after I got the case status in ready status was I just went and emailed the embassy what else I needed to get things ready. They will come back and tell that you need the ds-160 and couple other things and fill the sd-230 part 1 for you and say, wait 1-3 months but it may be differnt now since they have the new system

Up. I would email them and see what changes you need done after the instruction package as I am sure the verbiage has changed on there.

+1. The Police Record #2 is valid for one year and takes a couple of weeks to obtain so I would say try to get one now.
