I think most of CA probably wants to segregate LA & the Bay Area into their own mini states.

The rest of the state tends to ignore what Los Angeles and the rest of SoCal wants, as they should. There is a long history of San Francisco Bay politicians dominating the leadership in the Senate and Assembly in Sacramento, and despite term limitations, they continue to do so, same as they have been controlling the Democrats in the House of Representatives for the last decade or so.
