It sounds like the owner doesn't really know how to run a restaurant. If he's got a lot of clientele with kids, figure out a seating arrangement so that all types of patrons can enjoy eating out. He should take a look at some of the more successful chains like Cheesecake Factory, to see how they deal with large groups.

Firstly, this is Harlem. When I went there a ten year old child was selling porn out of a suitcase opposite the Apollo Theatre. It is not a nice place.

Secondly, this is New York. Home of the Soup Nazi and that crazy baker who make the 'chocolate negro head cookies' to celebrate Obamas election.

I bet the problem is more with the owner being a weirdo than problem kids acting up in a family restaurant in a part of New York that's a bit of a dive.
