How and when to change the interview consulate?

Hi all,

When I mailed in the CR-1 i-130 packet, we listed the consulate nearest to us in Bern. We're going to be at this address for another 10.5 months, so I thought it was a pretty safe bet (as the guide said ~10 months). I only recently started to understand the graphs on this site and that CR-1 processing times have shot up 100 days in the past 2 months, and read the NYTimes article saying that the average is now 13 months, STARTING FROM RECEIVING THE NOA1 which we haven't even gotten yet (mailed the packet 13 days ago -- but we posted it from Switzerland so I guess it's understandable). So yeah...looks like we're not going to get it within the 10.5 months that we are here.

Our new plan is to stay with his parents in Tel Aviv until he gets his visa. So we have to change the interview consulate from Switzerland to Tel Aviv. I'm just curious how to change it, and when the easiest point is to request the change, since we do have 10.5 months before we have to leave.

Also -- maybe the processing time will go down by then? Maybe we'll go through fast because we're both highly educated, and I'm guessing Israel isn't a high-risk country? No idea....I know I should wait and see, but not sure how long.

2014 Feb 2: I-130 Packet Shipped

2014 Feb 19: NOA-1

2014 July 7: Email Notice of transfer to California Service Center

2014 July 16: Approved!!!!

2014 August 29: Sent AOS packet

2014 December 19: Sent IV packet

2015 March 25: Case complete at NVC (apparently it was forgotten, which is why it's >90 days)

2015 April 16: P4 email received, interview date assigned

2015 May 28: Interview date!! -- Visa Rejected, "missing" paperwork.

Wrong military papers. Not enough Intent to Return to the US. I cannot be financial sponsor because I am overseas.

2015 June 18: Mailed all missing documents.

2015 June 23: Consulate rec'd missing documents.

2015 June 25: Status moved to AP. But still lists status as "SEND DOCUMENTS". Emailed...

2015 Aug 6: Received Visa in mail

2015 Aug 18: Arrived in US

Immigrant visa interviews are not conducted in Tel Aviv, he will have to go to Jerusalem for the interview.

When the file reaches the NVC, inform them that is now living in Israel so it will be routed accordingly. You would also use his Tel Aviv address on the DS-260 when the time comes to complete that form.

September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)

October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)

November 10, 2011: Interview - APPROVED!!!

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

Just be sure to change it asap at the NVC because the first three letters of his NVC number is related to the consulate or embassy the interview will be booked at.

OP, to expand on this, the first 3 letters of the case number you receive from the NVC will likely begin with BEN. To make sure you have the file routed correctly, you will need those letters to change to JRS.

When the time comes, email nvcinquiry@state.gov and let them know the beneficiary's new address, and request they assign the case to Jerusalem. They'll follow-up with a request for anything they need to do so.
