Applying for US Citizenship while abroad on US Military Orders

My wife will be elegible to apply for citizenship in March 2015 but we're currently abroad on military orders and will be in that status until January 2016.

Can she apply for citizenship and take care of her exam, and oath while abroad? Perhaps at the local US Embassy? or does USCIS requires the applicant to be physically present in US soil to complete the citizenship process?

Citizenship

6/24/2016: Mailed N-400 package via USPS from Naval Base Yokosuka, Japan

7/11/2016: Received NOA1 dated 7/5/2016

11/3/2016: Received email from USCIS-Seoul Office with Naturalization appt set for 11/30/2016

11/30/2016: Naturalization Interview on Naval Base Yokosuka, Japan. N-400 Approved

12/1/2016: Naturalization Ceremony

I believe she can apply engender she wants to. Military personnel are exempt from the residency requirement. For applying there is a center for military people that you can send your file to. You will have to send a biometrics card as well. The best thing to do is to ask around in your base, they should tell you what to do. Where to send, requirement, documents. ..
