So if we decide to start the K-1 process - should I be in Canada when we first apply? Can my American bf file from Canada?

Our complication is that I spend 5 months in California - then return to Canada..he also comes to Canada for about 5 months. I want to be out of Canada during those wet winter months..

Doesn't matter either way. You can be in the USA or he can be in Canada. It's sent to the same spot. Just read the guides on how to start the process carefully. The hardest part for Canadians its is normally proving that you've met within 2 years of the filing the petition because we often do not get passport stamps. Maybe taking a trip together with photocopies of the boarding passes would help with that? I'm not sure.
