IR-1 entry in Guam

After our interview my wife and I were talking about settling in Guam instead of going to the U.S. mainland. She is Filipino and she would be closer to the Philippines if she needs to return their for some reason. If entering in Guam with her IR-1 visa will this be possible, or does she have to enter the US Mainland to fulfill the IR-1 process?

Guam is part of USA (territory), no need to go to US mainland

When I petitioned my wife, we stayed there for 3 years before we relocate to US mainland

Yes you can settle in Guam. My husband spent 4 years there as part of the USAF. I think his favourite part was the weather and the golf. Beyond that he was more than happy to move back to the US mainland.
