Recently married wife in philippines. My wife wants to change her passport to show my last name. She has certified marriage license from courthouse. Does she need to wait for copy from NSO before going to visa office to change name or is one from courthouse ok.

Yes she needs the copy of marriage contract from NSO.

She needs to have the NSO marriage certificate, the one printed on SECPA (security paper). DFA will not accept certified true copy from the Local Civil Registry (LCR).

Check with the LCR if they still have your marriage certificate with them. If yes, ask for an "advance endorsement". If not, it may take up to 6 months before you can get an NSO copy.

I did advance endorsement with my MC before, so I can renew my passport into my married name. I got our NSO MC in 2 months.
