I have a question about document translation. I was under the impression that all documents in a foreign language must be translated such as police records and such.

I just read on the NVC website that only documents in a language different from the interview countries language must be translated. For example my fiance is Japanese and interviewing in Japan. Does he still need to provide a translated version of his Japanese documents?

No, not unless the instructions from the consulate in Japan specifically ask for documents to be in English. He will need a translation of his birth certificate later when he files for AOS though. Anyone fluent in both languages can do the translation > http://www.visajourney.com/content/translations

EDITED TO ADD > Tokyo Embassy says yes, they are required there > http://japan.usembassy.gov/e/visa/tvisa-niv-kchecklist.html

Everything is Embassy-specific. I don't think all allow no translations of local language. Need to check with your Embassy directly, not NVC.

Japanese police record is going to be written in English already so you don't need to worry about it. The report is going to be sealed in the envelope you won't be allowed to open. But it will be written in English for the purpose of visa issue. Other stuff all needed to be translated in English such as birth certificate. They don't need to be certified copy. But make sure to write who translated and date and signiture.
