Trust all those utilities are joint. Yes, you must explain why you didn't have to file tax returns and why you don't have joint tax returns.

Marriage, birth and social security stuff are not relevant with I-751.

If your husband is the US Citizen, then no need of his previous names to be mentioned. The previous names of the immigrant spouse are required to be mentioned.

The question is did your husband filed tax returns. If he didn't then just explain the reasons in the covering letter and that should do. If he did, then why didn't he add you and get additional deduction. So answer depends on the real situation.

If you want you can change your name to the current last name of your husband or stick to your own. If you change, then mention all other previous names you used (including maiden name). If you don't, then just use your maiden name.

Use your husband's current name in the application. However mention that he changed his names with change details in the covering letter to remove confusion.

The comment here says, "However mention that he changed his names with change details in the covering letter to remove confusion." Good luck with that., because you will have to justify it to the IO. And if you changed your last name to his new last name, then you will be asked why did you change your name? And why your husband changed his name? and so on and so forth?

I guess the best way to approach is answer only when you asked? I am sure they will ask you for ID.

For organizations sake, for anything that was not included or may be a bit incomplete I noted it in the cover letter and before each section I included details about what was next and the reasoning behind anything being missing. I was having issues with several companies sending me information I needed and I didn't want to leave evidence that did exist but was not able to get submitted in time.
