I just filled mine today. I didn't really have to save it as I had all the info ready, However, there was an option of save so I am assuming it can be saved and resumed later.

Without the DS-161 sent away you won't be invoiced for the IV bill. It's really a simple form. Just name the USC as the "agent" because the NVC likes to have a US address on file even though they email you everything anyhow.
