A country has to have a treaty with each state on driver license exchange/reciprocity. Germany, France, Canada, and South Korea come to mind as ones I remember from the report I read who have treaties. All others with foreign licenses will likely do all the testing like a first time license.

The MA test is a joke . Literally drove around the block once and reversed and that was it 5 minutes of diving to wait 3 hours in the rmv.

Indeed its a total waste of time, the hardest bit is finding a car with an accessible parking brake.

I am not aware of any US State that allows UK License Holders a pass on the Drivers Test.

Driving Laws are State controlled, immigration is Federal.

The answer would be to look at your State DMV web site, see how they define Residents and how long they give you to get a license.

CO is 90 days if you are not working, 30 days if you are.
