Montreal Packet 3 HELP Please & Thanks!

So my fiancee is currently awaiting packet 3 from Montreal. She has already filled out form DS-160 online.

I was looking into Packet 3 which i came across on the consulate website.

I called DOS 2 weeks ago and they said packet 3 was already sent but when I called a few days ago they said they no longer handle Fiance Visa cases. Instead of waiting, my fiancee wanted to just go ahead and do packet 3. Now we wanted to know if she can just do the instructions that are on the packet 3 pdf which is emailing the 3 documents, OR does she need to mail DS 230, 156 and 156K along with the packet 3 checklist. On the link it says DS 160 replaces those forms. And on the pdf it says to email DS-160 confirmation along with copy of the checklist and biographic data page from her passport.

I tried calling DOS but they say they dont handle fiance visa cases anymore that the NVC does but when i call the NVC they say they don't go farther than letting us know when they sent it out to the consulate so I dont know what to do. We don't want to wait for packet 3 because our approval expires in march so we want to get this over with.

We were gonna just email but wanted to make sure first because from what I read in the forums everyone is still mailing the forms. Has anyone recently gotten packet 3 from Montreal or emailed the 3 documents like it says on the pdf?
