So is the beneficiary's birth certificate required for an IR1 application or not? I've read different statements saying yes and no. Does someone know for sure? As it is I don't have a birth certificate and would like to know if I need to begin the job of getting it.

Yes, it's required at the NVC stage (after the I-130 petition has been approved at USCIS) in the IV package. You'll have plenty of time to get it as it's taking many months for petitions to be adjudicated at the moment.

The only one who gave a correct answer is Saylin.

At the first stage (USCIS stage, initially filing I-130), the beneficiary does NOT need to submit a birth certificate. Only at the NVC stage which comes next.

At the USCIS stage when initially filing the I-130, the Petitioner could submit a photocopy as one method of proving US Citizenship... but I repeat, it is NOT necessary for the beneficiary at that stage.

Actually the OP is specifically asking about the IR1 application which ONLY happens at the NVC stage so everyone is correct.

The initial stage of chasing an IR1 visa is the petition stage and no applications are happening at this time. :)
