I got the noa2, then the nvc sent me a notice that they are sending my stuff to the embassy in Rio de Janeiro, Brazil. Can I contact the embassy there to know if they got my stuff?

I am sure you can send them an e-mail. When you do make sure you reference the NVC assigned numer (RDJ?) in you message because your USCIS number is no longer referenced.

YMMV

You can definetly contact them. The consulate in Brazil can take a few days to respond to e-mails but they always do. Their e-mail is: immigrationrio@state.gov

They were able to tell us that our application has been received and information sent to my fiance. :) :)
