Decesion can not be made after citizenship interview

Timeline

Hello friends,

My brother went Citizenship interview. it was very bad. officers kept asking about his first marriage(divorced). officer asked what as his ex father in law name, he honestly said he don't know. after that officer took civic test and said you passed test. but at end officer gave " decision can not me made" and said wait for 120 days for decision by mail. did not say anything and did not gave any N-14 form.

qs1: dose it means that officer denied?

qs2: dose it affect his greencard status?

he is very upset. please help any answer.

1) No, it means a decision couldn't be made on the day.

Day 6 (1/9/18) Walk-in biometrics in Fort Worth, TX

Day 341 (12/10/18) Interview was scheduled for 1/14/19

Day 376 (1/14/19) Interview

Day 385 (1/23/19) Denied

Day 400 (2/7/19) Denial revoked; N-400 approved; oath ceremony set for 2/14/19

Day 407 (2/14/19) Oath ceremony in Dallas, TX

why dont he know his ex father in laws name this might be the reason for more investagation..

Interviewers don't usually make the decision......at my interview, the officer said "I'm recommending you for approval, but ultimately the supervisor makes the decision"

I got my interview letter a few days later.

i asked myself the same question,caw can you be married to someone and don't even know her/his parents' names...

then why most of the times ppl get approved right there on the interview?

i think IO are authorized to make decisions.
