Does anybody know if I need to pay for DS-260. If I do how should I do it and what's the fee?

DS260 is an online form and there's no fee for it. Maybe you mean something else like immigrant visa fee $230?

Have you received your approval from USCIS? After you receive your I-130 approval your case will be forwarded to NVC. Then read 1&2 pages of this topic. http://www.visajourney.com/forums/topic/472916-nvc-filers-january-2014/

Actually the IV fee is specifically for the DS-260 and subsequent submittal of required IV documents. The DS-260 is the online visa application form.

Ah but you do. When you pay the IV fee the ds-260 is not available to do until that payment has cleared and shows as paid.
