A summary section is where you summarize.

The whole resume is a summary. Why summarize a summary even more?

Because in the real world, your resume (and LinkedIn profile) has to catch a readers attention in 5-10 seconds. A summary section is how you (attempt to) do that.

The whole resume should be scannable and clear and do the same job in the same amount of time. Different strokes for different folks I suppose.

Scannable, sure. But eventually you're going to have human eyes on it and if you don't pique the interest of the human looking at your resume in less than 10 seconds, you're done.

Agreed. I don't think a "summary" achieves that though. It seems like padding to me because it's just repeating what you say below. Reading line items is much easier than a paragraph.

if they do that in your field, more power to you, but I am not doing it! Revolt!

Yeah, it is pretty normal in IT these days, especially if you've worn many hats over the years.

Cover letter? How quaint.

Okay, cover letters are important when you're applying for a particular position with a particular firm and there is no ATS invovled.

But that's what, 10% of the total times you send your resume out?

The other 90% that cover letter is a waste of time. The ATS doesn't care. And if your resume is being presented through a staffing firm or headhunter, then the hiring manager gets a stack of 2-4 resumes to sift through. No cover letters.
