How soon before the 3 years can I apply?

I remember reading a while ago that you're permitted to apply for citizenship 90 days PRIOR to the 3 year (or 5 year) after the GC was issued?

Or if you have a link with times one can apply, that would be useful.

Yep, and make sure you count 90 days, not 3 months.
