It means the amount of people the petitioner/co-sponsor is financially responsible for.

Exactly - if his parents/brother are not dependent upon him for financial support/care than they are not included in his household size.

Similar to filing taxes - you only include those who depend upon you financially.

However, if he is depending on their financial resources to help him reach the income requirements and they live in the same principle residence than he would include them in that case.

So he need to include they beacause in 2012 tax don't go beyond the poverty line.

I'm not sure why you think he would need to include them given your situation.

He is currently making over the poverty line. You can prove this with 2013 W2's and pay stubs.

If they don't get it processed by the time the tax deadline rolls around they will ask for the 2013 tax return to be sent at a later date.

If you are worried you can have a joint sponsor ready and available - but you don't need to have them apply unless requested later.

I'm worry because here someone told me he need only 2012 tax return.

In the first week of february my husband can pay tax for the 2013 and we are sure we are up the poverty line in the 2013, but not in the 2012.

You know if we can send in AOS package 2013tax return if we have? or is necessary 2012?
