West Virginia man kills new neighbor without warning, thinking it's his property

A West Virginia man shot and killed his new neighbor and the man's brother without warning as the two inspected their land.

The shooter told police he thought his alleged victims were breaking into a building he mistakenly thought he owned, and police are baffled as to why he chose such a drastic measure to preserve something of no value to him.

The Cabell County Sheriff's Department charged Rodney Bruce Black, 62, of Barboursville, with two counts of first degree murder after he killed Garrick Hopkins, 60, of Milton and his brother, Carl Hopkins Jr., 61, of Oak Hill, at 2:30 p.m. Saturday, Sherriff Tom McComas told the Daily News on Monday.

That's a damn shame. He has issues.

I read the article. Doesn't seem to be one on the surface. I would expect this if it was at night or something like that, but this was on a Saturday afternoon. Either he has some mental issues, or it's the elephant in the room.


There's probably a few here who would shoot someone for stealing tomatoes from their garden.

Or walking up to them and asking for directions at a gas staion.

They're trying not to tie race into it. I will say I have absolutely no clue as to why he would blast on these two men in broad daylight without any provocation.

Personally, I think folks with mental illness shouldn't be allowed access to firearms. But I know folks here will disagree with me on that one.

Well, define mental illness. Is racism a mental illness? Is extreme right wing conservatism a mental illness? Are people born with mental illness? Do people that own a gun need to take a "mental illness" test once a year?

Or does a guy that inherited a gun from his pappy, who develops a distinct level of distrust of others due to years of isolation and paranoia due to continual bombardment of horrific "breaking stories" fall through the crack of any "system" you would put in place?

I was talking about clinical terms. Like depression, schizo(sp) etc.

As to your second paragraph, that could very well be what happened?
