I received my NOA2 letter for my I-129F petition on November 21st, 2013. On that letter it states:

"The above petition has been approved, and forwarded to the listed consulate. Please contact the consulate with any questions about visa issuance, or if you would now like them to forward the petition to a different consulate. The petitioner can also file form I-824. Application for Action on an Approved Application or petition, to request that we notify another consulate of the petition approval for visa processing purposes. THIS FORM IS NOT A VISA AND MAY NOT BE USED IN PLACE OF A VISA."

I called the NVC in November upon receiving the notice and continued weekly and then daily when it passed 4 weeks. I've also been in contact with the DOS and USCIS periodically over the course of 9 weeks. It wasn't until it passed 8 weeks that I started getting the time of day from the NVC. Until then they would just ask me whats my number, whats the date of notice, wait 8 weeks, have a nice day. I called USCIS today as well and spoke with two individuals who said that they are addressing the status of my petition and will get back to me in two weeks.

I also called the DOS today and received unfortunate news. The Visa specialist said they are no longer addressing NVC concerns and that this change took place yesterday.

I emailed the NVC, Texas Service Center & Consulate with the attached NOA2 and concern over where my Petition was forwarded. I'm hoping the petition is still sitting at the service center and not at the consulate. I can't imagine why the USCIS would bypass the NVC and forward my petition directly to the consulate? Has anyone else received a NOA2 stating the petition had been "forwarded to the consulate?" What's going on with the DOS, are they officially unavailable to us now? Could it be possible my petition is at the consulate without a case number or the petition was sent immediately to the NVC and they shipped it out the same day and they have no record of my case number now? If the wording on that letter stated "Forwarded to the NVC" I would be content in waiting for it to arrive, but now I'm concerned the petition was mailed to the consulate by mistake. Any suggestions or prior experiences with the same situation?

I would say just be patient.

We recieved the noa 2 and then 7 weeks later the case got forwarded from nvc to the consulate.

But I have no idea when the nvc recieved it.

literally we rang the nvc and they said oh we have just sent your package to the consulate.

Then a mail came the next day in the post, so we now had a case number

I believe they also state not to ring the nvc until 6 weeks.

The problem is service reps on the lower tier of the NVC & USCIS tell me the petition may have been forwarded to the consulate. I got off the phone with USCIS & they are sending a second notice & telling me to wait two weeks. I'm not as concerned about the wait as I am about the "forwarded to consulate" statement on letter.

I'm getting mixed messages regarding why my letter says "forwarded to the consulate." I've been asking the service reps at the NVC & USCIS if it's possible the USCIS bypassed the NVC & mailed the petition straight to the Consulate in Accra.

I was hoping someone on Visa Journey might have received a similar letter & could give me some insight on why it says that.

My understanding has been that the USCIS has to send the petition to the NVC before it can be mailed to the consulate. I'm awaiting word from the consulate but I'm very concerned that I'm going to have to scramble last minute to prepare for an interview that might have already expired.

My NOA2 said that as well, but still hasn't arrived. They're supposed to be resending mine now.

I asked about the wording on the NOA2 as well, and the rep I spoke with said he was pretty sure that the phrasing on it is just a form letter they send out and not really a statement of fact.

I did an advanced search in Visa Journey with the phrase "Forwarded to Consulate" and discovered that this problem has already been addressed in detail. My apologies to the mods for posting a duplicate thread, I'll try to do a better job researching my concern before my next post.

http://www.visajourney.com/forums/index.php?app=core&module=search&section=search&do=search&fromsearch=1

The problem is the lower tier service reps at the USCIS & NVC were telling me the petition probably was mailed to the embassy. Even the tier 2 rep couldn't guarantee that the USCIS didn't mail the petition to the consulate. I'm so grateful to have visa journey as a resource to get definitive answers on the issues that the service reps have no idea how to answer. Why is it that the service reps at the NVC and USCIS are so baffled by this letter? Telling me the petition was mailed to the embassy without a case number is a serious cause for concern. That's why I reacted immediately by emailing the NVC, USCIS, Consulate and posting to visa journey. If the service reps were more knowledgeable on this issue I would have saved myself the confusion and the headache.

I can accept that the petition is delayed given the fact we experienced inclement weather and had the holidays over the past 8 weeks. Also the USCIS has stated that it can take them up to 90 days to mail the petition. Today the tier 2 rep said they are mailing out a new, correctly worded NOA2 and I should be receiving it within the next two weeks. I'm so glad I can finally let a sigh of relief thanks to this forum. I'll search here first before I react to the assertions of the service reps next time.

Mine said that too. My fiance got the case number from NVC.
