To make this story short visa was denied last year Feb. I call immigration to find out information about i case last week . They email this.

We have placed your petition on a processing hold because the required security checks remain pending. This is a standard process on all petitions returned to USCIS from the consulate. Until we receive the results of these security checks, we cannot move forward on your returned petition. We require the results of security checks before we make a decision on any consular returned petitions.

We cannot predict when we will receive the results of these security checks. Please be assured that we will make every effort to make a decision in your case as soon as the security checks are complete.

Can someone help understand what this mean. If he wants to apply for a tourist visa can he. Thank you in advance.

He can try but given the security checks being conducted, an approval is unlikely.
