For the same reason you should say an Hotel. if a word or in this case acronym starts with an H (when the h is silent as in an H) it's treated the same as if it were a vowel.

Ah the old historic / hotel rule. Its falling out of favour now because generally everyone pronounces the H.

I thought it was because you are pronouncing "aitch" which starts with a vowel - in this particular case. Just like you would say "an M". I do agree with your hotel rule, of course, just didn't think it applied in this particular instance.
