I'm serious. Other than scewed populations that follow the locations of these agencies, what other reason would there be? I would assume the individual va "shops" are representative of the 30 mile radius populations. But I'm not sure. That could be what he's missing.

Before anyone goes off about getting hired as a federal employee, let me state that it's based more on your ability to successfully navigate the wacky USAJobs resume process than how qualified a person is. BUZZWORDs are the key here. "Better qualified" isn't necessarily important in the federal employment world.

Depending on the employers location one would expect some variance.

Not sure that applies to the VA as they are located in hundreds of locations all across the country.

It might also be true to say many institutions recruit people to insure their work force or school reflects the population.

Is anyone aware of a program, perhaps in an urban areas to recruit whites to this same effect?

It could be skewed if their largest installations were in disproportionately high black population areas. Like Washington DC.
