Research for a friend: U.S. Citizen petition for both parents

I'm having a hard time finding a detailed guide on how a U.S. Citizen files a petition for his parents. What documents are needed to go with the initial I-130. What I find is a detailed instructions for spouse's petition, but he's a U.S. Citizen petitioning for both parents.

File i130 for each parent. Separate $420 cheque payment too.

Thank you Apple21 and Hypnos. I can't believe they don't ask for passport photos, birth certificates (of the parents), or another additional form for the geographic like the G-325A for I-129F. I had the feeling I was missing some details.

Anyway he also has a 18 years old brother. Would he need a separated I-130 and fee for him?

Yes, although the brother will have a much longer wait (10 years+).

Yes, he needs to file a separate i130 for his brother, however, keep in mind that sibling petitions take longer compared to parent petitions.

His brother will not immigrate together with their parents.

Sibling petitions will take at least 13 YEARS.

Much better to petition for one parent first. Once that parent gets LPR status, file i130 for spouse. The spouse will become F2A category. Their minor child will become a derivative of that petition. They will immigrate together in a year or more, hopefully, the child does not age out (turn 21).

Wow... 13 years is a long wait. Any idea of how long it usually takes to petition for one parent? Wouldn't the petition of a LPR's spouse take more than a year?

The petitions are back-logged right now and likely not going to get any better. They are currently approving petitions at USCIS for people that filed in March 2013. I filed for both parents at that time and just got approved recently and am now waiting at the NVC. When all is said and done, I am estimating that we will have completed the process in approx. 16-18 months.

Parent petitions take more or less a year.

LPR petitioning for spouse and/or minor child will take a year or more, depending on the movement of the visa bulletin because this category is bound by visa number limitations.
