Timeline

The moment the immigrating IR5 parent steps foot in the US, he/she can file i130 for his/her spouse. No such thing as waiting for 6 months. Their minor children will become a derivative of the F2A petition.

OKflyboy lets not go around the circles trying to find an answer . The parents file will be completed and they will be in the united states in 12 months [standard and lucky applicants] or 18 months the most, if there is a missing document - AP.

The 17/18 years old sibling :

1- By the time the parents get to the US and file for their child, he/she might cross 21 years old and he/she has to wait 7-8 and can not marry (F2B).

2 - Save time, The US sibling can apply under F4 category and its 12 years waiting, period.

If you're talking about the TS's relative and mine, they are 8 and 7 years old respectively, not 17 or 18.

So just to clarify, if my wife was a Naturalized USC and file I-130 for both of her parents, as soon as they get here, her parents could file for a F2A visa for their underage daughter which is the younger sibling of my wife and it would take about 18 months?

Yes. They can file for the girl the day the cross the border if they want. The visa number wait now is 5 months (hope it stays this way or gets shorter). Add whatever it takes to process I-130 (can be as little as 2 months, but I wouldn't count on it), and a couple of months for the NVC processing (3-4 most likely).

I am going to request expedite processing if at all possible based on the special needs of my brother's and no other caretaker than my mom.

Maybe.

As someone has pointed out, the younger sibling will age out into the F2b category when she turns 21 waiting for a visa and CSPA does not help her. This would be a 7-8 years wait where the beneficiary cannot marry while the petitioning parent is an LPR.

Age in the family preference categories (F1, F2a, F2b, F3, & F4) is determined when the PD becomes current (and not when the I-130 is filed; i.e. the PD).

The timing is very tight here. If things goes fast and well, then the child may still be in the F2a category. If things goes slow, then the child may age out into the F2b category.

There is no way to know or plan for this. The best advice is to file as fast as possible, the parent immigrating as soon as possible after getting the visa, and immediately fling for the child when he/she lands in the US.
