IR-2 is a legal permanent resident.

Note the expiration date on the green card, apply for another one prior to expiration.

As to TOEFL scores, that depends on each university - some use the foreign student office to evaluate things for permanent residents, others have other criteria such as SAT scores, writing test proficiency scores. It really all depends on the university, so you should be talking with the admissions office (use a phone, get a human) for exact answers.

re: working - certainly - go get a SSN 2 weeks after arrival in USA on an IR-2 visa.

since yer here, asking pertinent questions - BE A DEAR and fill out yer official VJ timeline

An IR-2 holder becomes a Legal Permanent Resident upon US entry and has the same rights as all other LPRs.
