Requesting letter of "no objection" from Thai consulate?

Hi everyone, I'm new to visajourney and I am attempting to start the process of obtaining citizenship for my wife who is in the USA now on a j-1 visa, she is from Thailand. Her visa has the two year residence requirement. We have been married since Jan 8th and her visa will expire on March 17th. I was under the impression that I could file an I-130 and that she could stay in the USA legally while that form was in process, but upon further research I realized we will first need to complete a ds-3035 waver of the two year requirement. So My question is how exactly should I request a letter of "no objection" from the Thai consulate? Furthermore if this waver process is not done before the j-1 visa expires in March will this cause problems with the rest of the process? Any other info from any of you who have gone through this process is greatly appreciated. Thanks a lot.
