Quick question about Belarusian fiance

My fiance, as all from Belarus, has to go to Warsaw for her interview. Since the minimum time between paying and picking up the visa seems to be several days, we're wondering two things:

1) can someone else make the payment for her? Her brother goes to Poland for business fairly often so it would be great if he could pay while he was there.

2) if someone else(her brother) CAN pay, how long after paying can she set up the appointment? I assume there's some sort of expiration date on the receipt?

Yes, someone else can pay the visa fee. They will need her embassy number. Once paid they will give a receipt number. The next day you or your fiance can call the embassy with the receipt number and schedule the interview for whatever day you want.

Timeline

Gary is correct, but he will need a number out of her passport. I did not have Tanya's with me the first day and had to go back the second day I had a copy of her passport and he took the number out of it not sure if it was the passport number or not. Then the next day after 1200 (noon) call and make an appointment.

Do you know if there's a limit on how long you can wait between paying/getting the receipt and having the interview? For instance, if her brother takes her passport number, goes and pays while he's in the town can you schedule the interview for, say, a month later? She'll need to get a visa to go to Poland, obviously, so it might be a little while before she can go there.

EDIT: Another thing, does she need to have the D-160 done before paying, or just before the interview? Also, where does she go for the medical part, is there a specific doctor, hospital, etc?

Yes you can pay then schedule the interview for a later date. She needs all paperwork for the interview only. She will have to go to Minsk for the medical. http://minsk.usembassy.gov/immigrant-visas.html Address is in the link.

Just a quick note here, as we had this problem. The Polish visa is usually just for a few days. Should there be any delay, for whatever reason, and your fiance must return after the visa expires, the US Embassy can issue a document that allows her to re-enter Belarus.

I have another question now:

Her brother was in Poland for business, and was able to pay the interview fee and get the receipt for her. However, in the process of getting the medical and other things in order in preparation for scheduling the interview, we realized that her passport expires in mid-November. According to what I can find online, both Poland and the K1 process require 8 months be left on the passport at the time the visa is issued. This means we'd need to get her there and get the K1 issued in the next month.

My question is what happens if we can't get it done? She'd need a new passport for the Polish and K1 visas, but would that mean she needs to pay for the interview fee again? I recall they needed her passport number for that, so I am worried that a new passport(with a new number) will mess things up.

Does anyone know?

I don't know if it's anything specific about Belarus, but in Russia people renewing passport during visa process and have no problems. Will she still have her old passport as a proof that she is the same person? In Russia they just void and damage old passport so it can not be used anymore, but they give you it back in case if you might need it. If it's the same in Belarus I don't see any problems, she can just bring both passports to show.

We have a friend arriving today from Russia on his 3 year tourist visa that he has had for a year. Just renewed his Russian passport and what the embassy told him was, upon entry to the US, present both the new passport and the expired passport which contains the visa which is still valid. He did not have to return to the US embassy for any updates.

Probably works the same for any other visa.
