Travel to Ph after AOS w/expired Ph passport

My wife was planning on visiting family in Ph for the first time since leaving Ph in 2011. She is in the U.S. with me, we are married and she received her AOS(green card) a year ago. Her Ph passport expires March 13. Dates of travel were late March into late April.

In order to renew her passport she must travel to D.C. or go to an outreach location for renewal. Guam is the next up outreach so traveling there isn't an option.

Does she need her Ph. passport to enter Ph?

I read this on the Ph Embassy D.C. website.

Nationals of a number of countries with which the Philippines maintains diplomatic relations, including the United States, may avail themselves of visa-free entry into the Philippines, provided their stay will not exceed 30 days. Please contact the Philippine Embassy/Consulate General for information on which countries are extended this privilege.

US citizens who wish to stay more than 30 days in the Philippines and nationals of countries who are not extended the 30-day visa free privilege should apply for a visa before traveling to the Philippines.

Returning Balikbayans or former Filipinos may also enter the Philippines without a visa and stay for a period of one (1) year, provided that they have a passport valid for 6 months beyond the intended stay in the Philippines, a roundtrip ticket, and proof of former Philippine citizenship (e.g. old Philippine passport or NSO-authenticated birth certificate). Foreign spouses and their minor children may avail themselves of this privilege if traveling with the Balikbayan.

Can someone explain exactly what this is saying?

I'm assuming that she is a National not a U.S. citizen. Can she travel to Ph with her green card?

Any issue with U.S. re-entry if so?

This is saying that if she had relinquished Pi citizenship, and this became a "former Filipina", and if she had a valid passport, say, a US passport, she could travel to PI visa free and stay for a year with proof of former PI citizenship.

Your wife does not have a valid passport of any type so she cannot travel. She is also not a former citizen.

She needs to enter as a PI citizen with proper documents, ie. a valid passport.

Any international travel requires a passport. A GC is not an international travel document. It is merely permission to enter the US.

My wife had the same issue with an expired Russian passport and wanting to travel to Russia to renew it. Found out she absolutely could NOT travel on her expired passport, even just to Russia. I'll assume it is the same for you.

Your wife needs to contact, via phone call, the Washington, D.C. Philippine embassy. I had heard at one time that there were extensions available to Philippines citizens whose passport was about to expire. I could be wrong, but your wife has nothing to lose by contacting the Philippline embassy and asking about any available options. Also, it might be in your wife best interest to join the email list for the Philippine embassy/consulate that serves her area of the US. This way your wife will receive regular press releases that include embassy/consulate out-reach programs in her area where she can renew her Philippine passport. This is what I did for my wife for her to renew her Philippine passport. One thing to keep in mind is that when an out-reach location is released the appointments available are filled on a first-come first-serve basis and once all appointment are filled the press release for that out-reach location will be removed from the website. This has been my experience.

Unfortunately this applies for emergency travel to Ph which isn't the case and they do need documentation for proof.

D.C. is the closest for us and stil 450 miles away. D.C. weather keeps us from traveling there currently. The outreach program has Guam, Haiti and Cuba in the next month or so but that won't happen. lol.

You're wife can't travel back to the Philippines with an expired passport, the airline staff at check in itself will deny you boarding.

You need to renew it.

You can not even get to any of those countries with an expired passport (except maybe Guam if you are a US citizen). Can't you renew by mail? I did that recently with my Australian passport and it was seamless within a few days.

Nope. No longer by mail renewal. For Ph passport renewals, dc, Ny,Cali and Ft.Lauderdale are the only options other than Manilla.
