been "excluded" from USA

I was not allowed to enter USA on my UK passport and I was asked to go back and apply for a Permanent residency through my wife who was a US citizen since that time. this was in 2004. The reason they did not allow me to enter the country was because i was going and coming back on visa waiver program. They send me back to UK on the next flight.

on my citizenship application part 10 question 26 they are asking "have you ever been removed, excluded or deported from the united states?" first question should i say "yes" since i was excluded from USA and since that incident happened does that mean chances of me obtaining citizenship are less ??

you may have done what is referred to as withdrawl which would have no affect on your N400. Did they write anything ( letters and numbers ) in you passport

This will not be over quickly. You will not enjoy this.

We may be discussing semantics here, it will be on his record.

I had the exactly same situation on june 30, 2013! Went there on WVP and had to go home to germany with the next flight! We are applying for K1 visa and still wait for noa2 since august 2013, but I hope and think that this will not affect our K1, same for your N400.

I have to answer the same question too on Formular for K1! I would put yes .... Since I have this letters and numbers on the last page on my passport....

All they wrote my passport was "VWPPRR FUSED, 02/0/2005" I have no idea that the letters or numbers mean". But since then i have been travelling to UK on my Green card and every time they would send me another area when they would check my file and let me go. No questions ask.

I dont own that passport anymore. As i had to get a new passport. But i made a copy of the page.

Say yes to the question and explain what happened.

No, it won't have any effect on your application for citizenship.

I think of excluded more as getting a ban. It is semantics. Good news is, even if you put No, at your interview the officer will go over you application line by line verbally with you. So you get to that question. And say "I may not have answered that correctly. I was refused admission on VWP in 2004 and didn't know if that was considered deportation, exclusion or not". He makes notes and changes your answer if needed.

I would say I was allowed to withdraw my application to enter.

looking at those letters it probably means visa wavier programme refused.. I might be wrong, but it would make sense seeing as you were on the visa waiver programme at the time.
