Timeline

First, the non-immigrant visa application fee is $160, not $110.

Second, this has nothing to do with the US consulate wanting money. It's more the foreign government wanting money by only issuing 5 year passports.

Finally -- and most important -- there is no reason for you MIL to apply for a new visa. The visa is still valid. Your MIL needs a new valid passport. She will then need to carry both passports -- the one with the visa and the new valid one.

When my passport expired I just asked the clerk cancelling it not to punch through the visa. Had no problems using it again last summer. If the page is in any way damaged she'll have to get a new one, along with the fee and the interview. If this does happen don't treat the interview lightly -- having had a visa works in her favor, but she still has to convince them she has funds and ties to her home country.
