If you don't think the mayor (or his inner circle) has the power to tell his sanitation commissioner (the department that does the plowing) where to plow and where not to plow, you are naïve. Call me paranoid, but I think it is no coincidence that the only area of the city that did not give our new Socialist mayor more than 50% of the vote was the one not plowed. Some also think he was fulfilling his divisive constant campaign theme that referred to a "tale of two cities" by making sure the supposedly neglected outer boroughs were cleared, while he could care less about supposedly rich Manhattanites. Politicians of all stripes pull this kind of ####### all the time.
