Depends on a few factors:

Is there an appointment they have to make at the embassy/consulate?

For how long they would get a visa (sometimes only a 3 months visa is given, but usually it is in synch with traveling plans disclosed in application.

Is the visa and passport returned to them immediately or by courier service?

Do they have to go back to pick it up?

I'd say they need to have visa in hand at least 10 days before traveling

Thank you for your reply. They will need to make appointment, so I wanted to know the appropriate time to book this. I want to have them here for 1 month, so 3 months visa would be ok. Finally, I think they'd have to go pick it if approved.

Please, let me know if there is any time considered too early for one to go for the visa appointment. Like I mentioned earlier, I want them to be in the US by July 2nd week.

Technically not; you can submit an application whenever, but tipically people don't do so until it's closer to the expected time of travel; but you have to consider that the CO might decide that 3 months is appropriate and since there is an expiration date, it could expire before the time frame you have.

With your timeframe I'd say approapriate around mid-May to early June; you would need to adjust depending on appointment times and estimated times for pickup (could be next day, 3, 5 days, don't know what is the timeframe at the consulate where your parents would go.

That said, pls don't take my 'mid May to early June' as a rule or anything else other than advice; it's just what I'd do if I were to get a visa.

Of course, they could get a 6 month, 1 year, etc and then there is no problem.

And course, not wanting to jinx it, but there is always the possibility of a denial.
