Timeline

You'll have to track the case file first then contact the specific office to have it cancelled/withdrawn. It could be USCIS, NVC or the local embassy.

Your timeline shows interview scheduled for March. Email US Embassy at: santodomingovisas@state.gov with case number in the subject of the email plus action you want so for example YYY2014XXXXXX I-129f PETITION WITHDRAWAL BY PETITIONER and all pertinent information in the body of the email: petitioner name, DOB, beneficiary name, DOB and state that you as the petitioner of the I-129f petition wish to withdraw the petition. You do not need to state a reason for withdrawing. You can also request confirmation of withdrawal.

Timeline

Send a letter to the USCIS with your receipt/case number, beneficiary's name, your name, address and phone number. Let them know you want to withdraw your I-129F petition. Include a copy of the NOA. Sign it and send it confirmation requested.

Find the fax number for the consulate where the case is awaiting interview. Fax them a copy of the letter you send to the USCIS.

Don't provide the beneficiary with the I-134 documentation needed to get the visa approval.

But it is better cancel the petition now if there is something wrong,

So an actual letter has to be sent out? An email is sufficient?

Do both. Send a letter to the USCIS and email or fax the consulate.
