Timeline

In different threads I keep seeing that the intending immigrants savings cannot be used at any point towards the income requirements, yet on the USCIS website it says the intending immigrants can be used towards it if the minimum is not met, as long as it is 3 or 5 (whichever it is) times the difference needed to meet it.

Can someone clarify?

Savings != income.

The intending immigrant cannot contribute any of their savings towards an affidavit of support, but can include their income on their spouse's affidavit of support if (i) the alien's income is from a legal source (i.e. you have employment authorisation), and (ii) it will continue from the same source should the green card be granted.

For an I-134 (fiance) interviewing in LONDON, the beneficiary (Brit) can self sponsor if he has significant savings or assets. The salary at a job he will be leaving wouldn't count. There are several threads in the UK forum where it is discussed and some telling their successful experience doing so. Example, one had a pending house sale. There is no published amount on an I -134 but some have done it for less than 3x poverty level.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

This is about a K-1 situation with an I-134 so it doesn't apply, but since you are speaking about a spouse and green card, I am not sure why you state the intending immigrant spouse cannot contribute savings. An intending immigrant spouse can add their assets to the USC spouse's I-864.

I don't believe there is any provision in law allowing the immigrant's assets to be counted on an I-864, only their salary, if it meets the conditions I stated above, and assets from the primary sponsor.

They really need to get rid of the I-134, it's generally a waste of everyone's time. Make the I-864 used at the embassy stage and update it for AoS.

You may use the assets of the intending immigrant regardless of where he or she resides. The intending immigrant must provide evidence of such assets with this form. Form I-864A is not required to document the intending immigrant's assets.
