I agree that letters to Congress would be more beneficial. We need to get the facts out that really, USCIS is spinning their wheels and transparency is needed. This will not go away unless revisions are made and brought to light.

That was a great find! There's a lot of information in this that we can use to request information from Congress (who is supposed to be getting these reports) and USCIS (who states they will provide them). If it's a question of resources, fees can be adjusted or appropriated. If it's a question of USCIS workload priorities, stakeholders have a right to know. Immigration is in the news now as Congress debates changing the law. A careful study of where we are now should be the top consideration of policy makers.

I thought it was good too. Somehow, if we can show and use this report from 2004 and demonstrate in 2014, 10 years later, the creation of another backlog and all that was outlined in this report, really has not brought about significant changes to the system. Something is broken and needs to be addressed.

Form I-130.

USCIS has formed an Action Team to streamline

the immigration process for eligible family members of United

States citizens and permanent residents. The long-stand

-ing process first requires adjudication of a Petition for Alien

Relative (Form I-130) to determine if a relationship exists that

comports with the statute. Once that petition is approved, the

applicant either files for adjustment of status to permanent

resident in the United States or files for an immigrant visa

abroad at a United States Embassy or Consulate, where the re

-lationship issue is again adjudicated. USCIS is exploring ways

in which to eliminate the duplicative effort that the current

process mandates.

1.Filing a petition to determine validity of bona fide relations where in this part states it must do it again through consulate/embassy.

2. Providing passport bio data where in order to obtain a passport, you must have a clean record. The petition does a background check where at the time of your interview, you must provide police clearance.

Completely agree. I've never seen a use for the I-130, as we are told to send more evidence in the NVC stage and are grilled at the interview anyways. Makes no sense.

We can actually go an pull out and demonstrate that they've been aware of their problems for years and continue to have those problems because their actions are ineffective. I think we should go back and pull the available data for the past 10 years (at least) from the Ombudsman reports and the USCIS's reports to congress.

Really? I spent 8.5 months waiting for NOA2, tell me more (I know many people spent more than that though and i sympathize).

Does it mean they should now be breaking the law? I don't think so.

Still, illegal is illegal! and we should refrain from encouraging that!!!!!!!

If we're suppossed to follow the law then why are illegals being given status and citizenship here? What's the point in having laws if the law-breakers are rewarded and not punished?

This is why you need to bring this up in a letter.

No one is advocating anything illegal. We need to do things right, because even though it is painstakingly tough and hard, we are doing it right the way.

Some are illegals who have been born in the US, it isn't their fault. It's the only life they have ever known. We need to be proactive in the correct way and as a group, we can. We support each other, sympathize with each other and TOGETHER, with proper channels, we can ALL make a difference.

Who knows, If it was a bogus RFI or not.. Maybe they wanted a original. Maybe they thought the copy wasn't legible. Maybe they thought it should have a different type certified stamp. Maybe it was a bad day for the IO. Or Maybe they are just pushing RFIs to get it out of queue.

"Requests for More Information. We may request more information or evidence, or we may request that you appear at a USCIS office for an interview. We may also request that you submit the originals of any copy. We will return these originals when they are no longer needed."

The stamp/seal isn't visible at all on the photocopy of my certificate. No matter how many times I tried scanning it and no matter how many different scanners I used, it wouldn't show up because the light from the scanner masks it.

I suppose it won't be any hardship to send a certified copy if they really want it, but they could easily look up our marriage record on the court house's website using the details on the photocopy if they wanted to.
