Lets see if we can bring all these posts together for you.

FIRST, you need to become a USC.

Then you have two options:

K-1 fiance visa. You Marry in the US. She would get here about 5 - 7 months from filing date. You will need to file for AOS, EAD, AP after you marry

CR-1 Spouse visa. You marry in her country. She would get here about a year from filing date. She will enter the US with a green card able to work.

September 28 of this year. So three months prior to that, right?

Ok, my advice. Get married in April, send your I-130 as a LRP as soon as you can. Its 5 months between April and September, so by the time you become eligible to file for naturalization, your I-130 could very well be adjusticated and approved.

USCIS is stating that they are trying to get back to 5 month processing times by May 2014.

Your petition as a LPR once approved by USCIS receives a Priority Date. As soon as you become a citizen, call USCIS and request your petition to be upgraded to show that you are a US citizen now.

That means the approved I-130 gets shipped to NVC.

Basically, when you become a citizen, you really should only be dealing with NVC and US embassy in PH, something that will take, rough estimate, about 5 months.

02/20/2014 -- I130 NOA2 (189 days - email)

02-28-2014 -- NVC received

05-31-2014 -- Interview Letter received

Can I apply in the US Embassy in Manila? Or am I better off applying in California?

It depends in which state you live in where you will send your petition, read the I-130 instrustions and you'll understand. For now, you are just sending stuff within the US. The US embassy in PH is the last stage of the whole process, so forget about it for now.
