how to transfer my interview from Kuwait to Philippines

After 2 years waiting finally NVC schedule my interview its on February 2 ...BUT my case is in kuwait and im not living in Kuwait anymore ....I live in philippines since july and my visa was expired now in kuwait I cant attend the interview now in kuwait. ..

I email kuwait embassy but it will take 2weeks for them to responce via email and I cant call overseas prepaid maybe expensive we all know calling immigration take hours on waiting before they answer phone...

I am in United States right now on visitor visa and we call nvc and we referred us to CSI immigration and after 3 hours waiting on the phone they told I can file adjustment status but its new applications it will take 6 to one year ... and I need to pay 400 $ and 1000 $ and fill up a form and write a letter that "I did not intent to live in United States" because im on visitor visa ... we find it complicated and took lots of time so we decided to wait on kuwait response ...

Questions: 1) how I can transfer my case interview from kuwait to manila...

2) how long I will wait to transfer my case and interview...

3) do consular embassy can schedule "online" interview for ir1 spause visa ??
