2. Examine our social programs and society to identify what if anything can be done to minimize this type of behavior.

I don't care either way. A hundred years ago, people didn't have abortions. They also didn't have 10+ kids unless they had a lifestyle that supported it (such as a large farm). And if they DID have too many kids, they kicked them out into the world to work as soon as possible, they did not demand that the rest of us pay for their desire to bring so many into the world.

Are you suggesting in that whole state, there are not families, organizations who would not care for such young children?

At any rate, the State is the one who must insure the care of those citizens who cannot help themselves.

As far as social reforms go.

, right now the Gov;t is paying Millions of dollars to groups which have promised us for forty years that their sex education programs are whats needed, one need only look at the rampant number of children getting knocked up and being infected with diseases to understand at best it is a waste of money.... but more than likely it is creating a climate of "permission."

Another failed venture is, believing we can solve every problem....that no child will feel the brunt of it's parents irresponsibility. THIS more than anything has taken more lives down into the sewer than any other notion.

In stead of helping, we have taken the worst traits of our human nature and compounded them. If someone was kinda lazy before he get in the system.... he is REALLY lazy afterwards.

If someone was ungrateful before welfare... he is even more so after.

If someone "had" a motivation to improve his life.... he has less reason to be motivated after.

We understood these principles at one time.

Tell me what is the solution.Spending billions more an aid and education is not going to do it.

We have thrown billions of dollars at education and welfare. THAT is the problem. Education is fine, if someone wants to become more educated. But when they just sit thru the boring classes, just waiting to get their welfare check, the education becomes moot.
